The question is two questions in real. The first regarding performance measures in R&D is quite important - but total independent on what are sustainable goals at all. Last question I will skip. First is an ongoing battle in R&D control and R&D lead. In my experience time for successful product introduction and development failure rate (stopped developments, overtime and overbudget dev. are failed once -how much depends on the individual scales). The scales everbody can set freely but they need to get monitored over a longer period. Soon effects will get visible- even without other company crosscheck - just insight about internal historical "development"-development. Finally, add key figures of patent appl./a + fluctuation of engineers ;-)

No matter the type of metrics you use for the assessment, it is essential to do benchmarking against similar businesses or organizations in your sector. There is rich literature for the types of metrics (e.g., publications, IP, invited talks, retention of top talent) best used to gauge the impact of R&D performed in academia and federal laboratories. While not all are relevant for every situation, spend the time to understand the underlying rationale for collecting, say, bibliometric information. If that resonates for your business, gather those facts or a close proxy. Whatever the challenges in obtaining meaningful data, you will be rewarded with an irrefutable and independent measure of how you compare with other high-performing players.
