It's official, the Maricopa County Kids Club is now open! Our new on-site childcare center is designed to support employees, making it easier for working parents to thrive! ?? Located in downtown Phoenix and operated by Kindercare, the 12,000 sq. ft. center offers high-quality care for children ages 6 weeks to 5 years at 50% off market rates for County staff. This isn't just a new benefit, it's a reflection of our commitment to the people who serve our community every day. Urban planner Paola Jaramillo shared her experience: "Both my husband & I are really thankful to work for a place that cares and values the working parents. When we first found out we were expecting the first thing that came up to mind was the cost of a child, from diapers, formula, but the biggest one child care. While doing our research we found it crazy that the cost for child care was equal to what we pay for rent. While being a couple months pregnant we found out the Board of Supervisors approved the idea of this new child care facility for employees with a discounted rate (50%) which brought so much ease to mind. Now as my beautiful baby girl is about to be 1 year old we are so happy that she gets to be part of the Maricopa County Kinder Club (a McKid); we trust and know Maricopa County has worked hard with Kinder Care to provide a beautiful facility and the best care for Maricopa County employees. We look forward to seeing Aria play in the beautiful outdoor playground from our office windows." Welcome to the family, McKids!

211 dispatchers connect Maricopa County residents with free rides to the nearest cooling center, air conditioning repair resources, utility assistance, hydration stations, and so much more. So far in 2025, 211 Arizona has provided 4,630 heat-relief resources and 2,804 heat relief rides to Maricopa County residents.

All week, we've been sharing more about our 2025 class of Rising Stars. Chairman Thomas Galvin introduced the Rising Star Award to annually honor emerging leaders who are helping shape the future of our County. We're proud to recognize our 5th & final??Rising Star: Kim Powell Kim has worked for Maricopa County for three years, serving as the Communications Supervisor for the Maricopa County Animal Care & Control (ACC) Department. Under Kim’s leadership, the department’s social media presence has grown exponentially and become a model of engaging, informative, and mission-driven storytelling. She has spearheaded the Department’s planning, coordination, and execution of two major grand opening events in under one year, ensuring both events were seamless and successful. Her Director shared that, “Kim never shies away from responsibility and doesn’t pass blame. She consistently steps in to fill gaps, even when a task isn’t technically hers, and always ensures things are done—and done well. Her reliability and responsiveness make her someone others naturally look to in a pinch.” Kim spent her early career in TV journalism but quickly adapted to a role in PR and animal welfare. She has worked hard to develop deep relationships with staff at ACC, learning the challenges facing the Department and how to shift public perceptions to positive impacts. Kim’s warm and engaging personality, coupled with her dedication to the mission of ACC, help her remain optimistic even during difficult times. Kim says, “I envision a County where people know exactly where to go if their pet is ever lost, where spay/neuter has been widely accepted, and where ACC is a trusted source in the community. This can be achieved with more media presence, open dialogue with the community and stakeholders, and a robust social media and marketing plan.” She says, “Good leaders never settle. There is always room to improve, a new tactic to try, or a new idea to explore. I strive to lead by example and help my team grow. With open and consistent communication during crises, we can build relationships with local media, stakeholders, and the public. Each experience is a learning opportunity, and I am excited to continue to grow as a communications professional and a leader.” Please join us in congratulating Kim for this incredible achievement!

Stay tuned as we highlight each of these outstanding individuals. The 4th??Rising Star of the Week: Zach Norenberg Zach has worked with Maricopa County for six years. He’s a skilled and dedicated Budget Manager supporting the Office of Budget and Finance and leading a team of six. His Director shared that Zach, “consistently exceeds expectations by diligently accomplishing departmental goals and adhering to strict deadlines. He consistently takes on challenging assignments and is not hesitant to engage in difficult conversations to achieve optimal outcomes. He is a reliable, professional, and highly respected individual among his colleagues.” Zach has seen some significant changes over the past six years with Maricopa County. Challenges like, “the COVID-19 pandemic, historic heatwaves, unprecedented inflation, and economic uncertainty” have kept Zach adept and strategic in his work. He credits the solid foundation of trust, empathy, and collaboration he’s developed with his team as the key to delivering, “fiscally responsible recommendations while keeping the mission and vision of Maricopa County a top priority.” Zach says one of the things he enjoys most in his work is, “providing support to those who interact directly with members of the public as well as other central service departments. He says, “My team and I are able to collaborate and develop recommendations that allow departments to serve our residents and visitors while ensuring that Maricopa County is fiscally responsible with taxpayer dollars. The Rising Star Award, instituted by Chairman Thomas Galvin recognizes five outstanding Maricopa County employees who are poised to become the next generation of County leaders. The 3rd??Rising Star of the Week: Joanne Moline, SPHR Joanne has been with Maricopa County for five and a half years. In that time, she has risen from HR Analyst to HR Operations Manager to her current role as HR Group Manager, providing strategic HR guidance for half of the county’s appointed departments. Joanne has established herself as one of Maricopa County’s future HR leaders, championing innovation initiatives and leading with kindness in a way that uniquely connects her to employees at all levels of the organization. Joanne credits much of her success to the strength of the team around her. She has worked to break down silos within HR, “fostering a culture of collaboration and knowledge-sharing across teams.” And while Joanne admits that her work rarely touches the community directly, “everything we do influences the employees who have a direct impact on the community. By focusing on being an employer of choice, driving results, fostering a positive and inclusive workplace culture, offering high-quality benefits, and creating growth opportunities, HR can have a lasting impact, not only on our workforce but on the community as a whole. I believe that when we create an environment where people can truly thrive, they, in turn, dedicate themselves to service and embody the vision of the Maricopa County Board of Supervisors. Maricopa County Animal Care & Control maintained a no-kill designation in 2024—achieving a 94.2% save rate for the year, according to Best Friends Animal Society national data report. This success is the result of operational improvements, including: ?? Expansion of the foster program ?? Increased offsite adoptions ?? New adoption location at PetSmart in Scottsdale ?? Enhanced enrichment and evaluation protocols ?? Ongoing staffing restructure to improve service delivery This marks the eighth consecutive year MCACC has exceeded the national no-kill benchmark of 90%. Chairman Thomas Galvin instituted the Rising Star program to recognize high-performing employees who are early in their careers with Maricopa County (under 7 years with the County) and provide them with additional support on their leadership pathway. The 2nd??Rising Star of the Week: Kai Keliikoa Kai has worked for Maricopa County for two years. He’s a Fleet Parts Supervisor with the Maricopa County Equipment Services Department and manages a team of five. His Director shared that, “Kai’s ability to identify inefficiencies and implement strategic improvements has significantly enhanced operational performance within Equipment Services.” Kai cares about doing a good job, helping others grow, and making work more efficient. He says, “I always try to do what’s right and treat people with respect. When I started in this role, I didn’t rush to change things. Instead, I took time to listen to my team and learn how they worked. That helped me build trust with them. I believe in being fair, honest, and setting a good example.” Kai spent many years working in the automotive field before joining the Equipment Services Department. He’s building his skills in data analysis, parts management, and process improvement, and he hopes to use these skills to help Maricopa County run better and smarter. “Whether it’s saving money, speeding up service, or helping coworkers grow, I’m here to support Maricopa County’s mission and make a positive impact for the people who live here.” Please join us in congratulating Kai for this incredible achievement!
